    AES Options
    Option 1 (paper):
    Allows for the pre-departure filing of paper SED's.

    Option 2 (transmit electronically):
    Basic AES, pre-departure electronic filing of all required information.

    Option3 (transmit electronically):
    A two-step filing option which allows for transmissions of some basic export information prior to exportation.

    1. No prior approval of the exporter is required.
    2. Allow exporters, or their forwarders, to file partial information (IOU - up to 14 data elements) pre-departure.
    3. Full data transmitted as soon as it is known, but no later than five (5) working days from the date of exportation.
    4. May be used to report shipments subject to license or permit requirements other than State Department or Drug Enforcement Administration.

      Option 3 Pre-Departure Data Elements:
    • Exporter ID (EIN number)
    • Forwarder ID (EIN number)
    • Ultimate Consignee Name
    • SCAC or IATA code (Carrier ID)
    • Method of Transportation Code
    • Unique Shipment Reference Number (UFO Nbr)
    • Transportation Reference Number (Booking Nbr)
    • Schedule B, HTS or Commodity Description
    • Intended U.S. Port of Export (Schedule D)
    • Estimated Date of Export

    Option 4(transmit electronically):
    This filing option allows approved exporters, or their forwarders, to file complete shipment information after departure. No pre-departure notification message (IOU) is required, full export information must be transmitted within ten working days after departure from a U.S. port of export.

    To receive Option 4 approval, interested exporters must send a letter of intent to the AES Team at the Foreign Trade Division, Bureau of the Census. The AES Team will forward the letter to four (4) other agencies. Within thirty days the foreign Trade Division will send a letter of either acceptance or denial (and the denial agency) to the exporter.

    Letter of Intent (LOI) The first requirement for all participants in AES, Options 2 through 4, who wish to file on their own behalf, is to complete an accurate LOI and forward it to the Census Bureau. A LOI is not required for a shipper when UFO files Option 2 or Option 3 on their behalf. For UFO clients, only Option 4 requires an LOI and the approval process.
